Licensure Information
Community Living Corporation is a not-for-profit corporation established under IRS Section 501(c) 3. In fulfilling its mission of providing the finest possible services to people with developmental disabilities, it develops homes that strive to meet the individual needs and wishes of their consumers. Each residence is separately and distinctly identified by OMRDD for identification, certification and review purposes.
New York State’s Office of Mental Retardation and Developmental Disabilities (OMRDD) is charged with the responsibility of monitoring and regulating all such programs within New York State.
Program Review and Certification
OMRDD’s Bureau of Program Certification is responsible for survey and certification of programs serving people with developmental disabilities. In carrying out this responsibility it visits and examines every new location or home prior to its opening in order to insure compliance with all program regulations as well as physical plant and fire regulations. Once opened, each residence is visted by a certification team at least annually for a comprehensive review of the entire program, including all individual service plans and medical care. Only upon successful completion of this detailed process is the residence recertified for operation. The Bureau of Certifcation is empowered to (and often does) visit any residence or program at any time, with or without providing advanced notice to the provider.
Fiscal Audit and Corporate Compliance
Fiscal management and corporate compliance begins with CLC’s Board of Directors and includes every member of the CLC community. The Board of Directors reviews and assists in the preparation of each year’s budget. Throughout the year the Board reviews the financial status of CLC at each bi-monthly Board Meeting. The Board hires an independent accounting firm to conduct an annual audit and present its findings directly to the entire Board of Directors. CLC’s Board of Directors has established a telephone hot line with its auditors through which anyone can report allegations of fiscal mismanagement or impropriety simply and anonymously.
In addition, OMRDD’s Bureau of Compliance Management (formerly Bureau of Fiscal Audit) is responsible for the oversight of the fiscal and corporate accountability of provider agencies. It regularly conducts provider fiscal audits such as Limited Fiscal Reviews, Medicaid Billing and Claiming Reviews, and other reviews.
